Law enforcement sources have told TMZ that investigators will refer the case to the L.A County District Attorney for review after the investigation is completed and the Department will allegedly recommend that criminal battery charges be filed against the singer.
Officially, the Sheriff's Deptartment, according to the website, will say they have no recommendation yet because the investigation is not complete. However, sources say that a clear picture has already emerged, and not just over the alleged spitting incident. Uh-oh!
Police reportedly believe it's relevant Bieber has shown a pattern of disregard for the law, including speeding tickets, fights, threats, reckless driving, drugs and more.
Law enforcement then go on to say that Biebs has been involved in a lot of small crimes that escalate over time to serious criminal conduct.

Neighbours apparently made a complaint last week after Bieber 'threatened' a man, who claims he went to complain about the way the star drives his car "unbelievably recklessly" around their exclusive neighbourhood in California.
The father of three reportedly told police he said to the star: "You can't drive like this!"
To which the multi-millionaire responded: "Get the f**k out of here," before allegedly spitting in the man's face and adding: "I'm gonna f**king kill you."
And now, according to The Sun, other neighbours have come forward and branded the teen ‘an a**hole.’
