Sex offender gets out of jail

Sex offender gets out of jail. A man who sexually abused me for months when I was 12-13 is about to get out of jail. I was not his first victim and I know I won't be the last. I have considered killing him and paying the consequences to save any other girls from becoming his victim. Or hiring a PI to perminantly tail him and call the police if he ever even comes close to a child. Is there anything else I can do, legally?

Well more details are needed for me to get a better answer: He is in federal prision right now for making and distributing child pornography (of me and the other girl) our trials about him raping us were on a state level. His sentence for this was to be served at the same time as his federal time, 3 months less than 10 years. 10 years for doing this to me, another girl, and damaging us for LIFE. Is it legal for me to have him followed everywhere he goes (I do not know what state he will live in after he gets out) and to tell everyone in this place about him and put full page ads in the newspapers to alert the community, how far can I go legally? Is it slander if it is the truth?
